Plasma process, with the right gas mixture, renders the substrate hydrophobic (non-wetting).

By decreasing surface energy and increasing surface tension, liquids "ball-up" on the surface of the substrate, much like water beads on a waxed automobile.

"Balls" of liquid are easier to shed, or sheet off, or can act as a hydraulic bearing between two surfaces for enhanced lubrication.
